Mr. Alharfash emphasized that the scientific
seminar translates the efforts carried out by 9
NAUSS as the scientific body of the Arab Interior
Ministers Council, to implement the scientific presented by experts
aspect of the Ninth Arab Security Action Plan. Its
objective is to emphasize Arab and international 8
efforts in prison reform and correctional facilities,
with the goal of establishing safer environments. from organizations
The seminar also aims to analyze the legal basis
of human rights, as stated in declarations,
agreements, and international treaties concerning the
rights of prisoners. Furthermore, it entails comparing the
human rights protections for prisoners as outlined in Arab
criminal procedural laws during various phases of criminal
    proceedings.

The four-day seminar aims to facilitate the exchange
of Arab and European experiences in the field of prisons
and rehabilitation. It also seeks to introduce international
standards for managing prisons and ensuring inmates’ rights,
while equipping prison staff with skills in administration,
inmate treatment, and awareness of judicial and legal
    intervention methods in inmate cases.

It is worth noting that NAUSS is in constant quest of
enhancing and developing alternative punishments to
    freedom-depriving punishments within criminal legislations,
offering criminal justice authorities the opportunity to apply
them as alternative punishments. NAUSS actively engages in
international efforts, as exemplified by the recommendation
of the Seventh United Nations Congress held in Milan in
1985. This recommendation emphasized the necessity of
taking measures to address prison overcrowding and, where
possible, substituting prison sentences with alternative
measures suitable for reintegrating convicts as active
